According to this source (link), civic responsibility is a “social obligation that is … important for the … community and society, but it is not legally required.”
This differs in comparison from civic engagement, which is “participation in activities … to improve the … one’s community by addressing issues of public concern” according to this source (link).
So basically, I think that civic responsibility is something that you should already be doing to benefit society while civic engagement is something that you do to benefit society which can include civically responsible things.

Colleges would want students to be civically engaged because its important that members of a society do this, especially with things like voting, where every person who does it benefits the society’s system as a whole and theres more benefit the more people do it. Volunteering for things is also a very useful thing, because not all public institutions have enough money or time to complete the tasks they need to do like collecting litter (callback to information effect no way).
I think it might mean to be civically literate might mean understanding well the topic of civic engagement and spending time being civically engaged.
Potentially, I think that writing can result in meaningful community change. I’ve been persuaded of many things through writing that have made me understand things, and this can also apply to why a type of community change is being needed or requested.
